1414 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 29]

THE CHAIRMAN: Amendment No. 5 is
offered by Delegate Storm. Is there a
second?

(Whereupon, the amendment was sec-
onded. )

THE CHAIRMAN: The amendment hav-
ing been seconded, the Chair recognizes
Delegate Storm to speak to the amendment.

DELEGATE STORM: A very short
statement, Mr. Chairman.

I think maybe we should have a little
break on the power of the governor.

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: I think the
Committee would have to oppose this
amendment. The lieutenant governor is
provided for as an assistant to the gov-
ernor and I do not think the General As-
sembly should be given any power to limit
the functions that can be delegated to the
lieutenant governor by the governor.

I think this is a dangerous amendment
and I hope it is defeated.

THE CHAIRMAN: Are you ready for
the question?

(Call for the question. )

The question arises on the adoption of
Amendment No. 5.

A vote Aye is a vote in favor of the
amendment. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response. )
The Clerk will record the vote.

There being 15 votes in the affirmative
and 111 in the negative the motion fails
and the amendment is rejected.

The Chair understands that Delegate
Chabot's amendment to section 4. 03 is still
not here. We will have to come back to it.

Delegate Storm.

DELEGATE STORM: Mr. Chairman, I
have another little one on 4. 03 labeled AJ.

THE CHAIRMAN: I will see if I can
find it. The pages will distribute Amend-
ment A J.

This little amendment will be No. 6.
(Laughter. )

The Clerk will read the amendment.

READING CLERK: Amendment No. 6
to Committee Recommendation EB-1 by
Delegate Storm: On page 2 following sec-
tion 4. 03, Lieutenant Governor, add this
new section:

"Section 4. — Term of Lieutenant Gov-
ernor

The lieutenant governor shall serve at
the pleasure of the governor. "; and on
page 3 Section 4. 05, Election of Governor
and Lieutenant Governor in lines 2 and 3
strike out the following words: "for the
same term as the governor".

THE CHAIRMAN: The amendment is
offered by Delegate Storm.

Is there a second?
Delegate Stern seconds the amendment.

The Chair recognizes Delegate Storm to
speak to the amendment.

DELEGATE STORM: Thank you, Mr.
Chairman.

As is frequently the case small pages do
contain important provisions and nice
things and this would make sure that if
Dennis or Gordy got in, the governor could
kick him out. I do not think we should
deny him this privilege.

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: Mr. Chairman,
this is the first time I have ever heard of
an elected official serving at the pleasure of
another elected official and I hope the
amendment is defeated.

THE CHAIRMAN: Are you ready for
the question?

The question arises on the adoption of
Amendment No. 6. A vote Aye is a vote in
favor of the amendment. A vote No is a
vote against.

Cast your vote.

Has any delegate not voted? Does any
delegate desire to change his vote?

(There was no response. )

The Clerk will record the vote. There
being 11 votes in the affirmative and 113
in the negative the motion fails and the
amendment is rejected.

DELEGATE BOROM: I would like to
know if the last amendment offered to us
was divided or do we vote on both parts of
