line 22. If the motion is carried, Recom-
mendation No. 3 as amended will be sub-
mitted to your vote.

If the motion to amend fails, Recommen-
dation No. 3 as submitted by the Committee
will be submitted to you for your vote.

The first question, therefore, arises on
the adoption of the amendment to Recom-
mendation No. 3. A vote Aye is a vote in
favor of the adoption of the amendment.
That is to delete the word "not" to provide
that the office of treasurer be provided for
in the constitution. A vote No is a vote
against the amendment.

Cast your votes.
Has every delegate voted?

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 63 votes in the affirmative
and 73 in the negative, the motion fails
and the amendment is rejected.

The question now arises on the adoption
of Recommendation No. 3 as printed in
lines 21 to 23 of Committee Report EB-1.
A vote Aye is a vote in favor of the Com-
mittee Recommendation that the office of
treasurer not be provided for in the Con-
stitution. A vote No is a vote against.

Does any delegate desire to change his
vote?

(There was no response.)

There being 91 votes in the affirmative
and 45 in the negative, the recommenda-
tion is approved.

Delegate Storm.

DELEGATE STORM: I hate to ask
this: I thought I was voting right when I
voted No. Somebody told me I was wrong
and I trusted him.

Will you change my vote? It is unim-
portant in the result. I thought I was
voting right. For a moment I was misled.
I am sorry.

THE CHAIRMAN: Delegate Storm, the
Chair would be very happy to accommodate
you if it were merely a matter of correct-
ing the record. I am not sure whether you
are saying that you inadvertently pushed

the lever the wrong way or if you changed
your mind. If you changed your mind, the
Chair cannot permit you to change your
vote.

DELEGATE STORM: I had the lever
pushed the right way and someone told me
it was wrong, and I believed him until I
realized that I was right.

THE CHAIRMAN: The Chair would
rule although the matter is not entirely
free from doubt, I think I could have rec-
ognized the fact that Delegate Storm would
have intended to vote Nay. His recorded
vote is Aye and we will therefore have the
record corrected.

DELEGATE BOTHE: I was going to
suggest that Delegate Storm and I pair off
because I think the same thing happened in
the opposite direction.

THE CHAIRMAN: There is no provi-
sion for pairing.

Under the debate schedule as amended,
the next item on the agenda for considera-
tion is Recommendation No. 1.

There is presently on the floor under
consideration a motion of Delegate Galla-
gher to reconsider the vote by which Rec-
ommendation No. 1 as amended failed ap-
proval by reason of the tie vote and to
reconsider the vote by which Recommenda-
tion No. I was amended.

The Chair recognizes Delegate Gallagher.

DELEGATE GALLAGHER: I should
like to address a point of parliamentary
inquiry to the Chair.

THE CHAIRMAN: State the inquiry.

DELEGATE GALLAGHER: Mr. Chair-
man, having heard the Chairman of the
Committee on the Executive Branch de-
scribe the peace pact at which the Com-
mittee arrived earlier today with respect
to the Board of Public Works, I should
like to ask the Chair if it would be possible
for Delegate Morgan to offer his amend-
ment so long as my motion to reconsider
is before the Committee of the Whole.

THE CHAIRMAN: I do not believe he
could offer the amendment while the mo-
tion is pending.

I think in order to permit him to offer
the motion or the amendment, you would
have to withdraw your motion and renew
it as a motion merely to reconsider the ac-
tion on the first recommendation as
amended.

If that is then reconsidered, the first
recommendation as amended would be be-
