to ask the Chairman if he will yield to a
question.
THE PRESIDENT: State the question.

this in writing before we vote on any of
the issues before us?
THE PRESIDENT: The Chair will an-
swer the question.
Every amendment has to be in writing
under the rules, and this will be in writing.
It will not be presented prior to the lunch-
eon recess, because it is quite obvious we
could not conclude items 2 and 3 on the de-
bate schedule before luncheon recess.
DELEGATE MALKUS: Thank you, Mr.
President. You are very efficient. I ask the
Chairman and I get an answer from the
President, so I am very lucky.

I move the Convention resolve itself into
the Committee of the Whole to resume con-
sideration of Committee Report EB-1.

THE CHAIRMAN: We will resume con-
sideration of Committee Report EB-1, and

particularly of Recommendation No. 2 un-
der the debate schedule.
Under the debate schedule there is avail-
able thirty minutes of uncontrolled, but
limited debate.
The question arises on the amendment of
Recommendation No. 2 of Committee Re-
port EB-1, that the word "not" in line 18
of the Committee Report be omitted.
Does any delegate desire to speak in
favor of the amendment against the Com-
mittee Recommendation? ' ^
Delegate Sybert.
DELEGATE SYBERT: I rise, Mr.
Chairman, to a point of parliamentary
procedure.
THE CHAIRMAN: State the inquiry.
DELEGATE SYBERT: Before the re-
cess we had just about finished the con-
trolled time on the matter of the Commit-
tee Report, Recommendation No. 2. We had
not, however, gotten into the uncontrolled
debate at all. That seems to me to be the
pending item of business before the Com-
mittee of the Whole.
THE CHAIRMAN: It is indeed. That is
precisely what the Chair stated, that we
are now in the uncontrolled but limited
portion of the debate. There is thirty min-
utes allowed for this under the debate
schedule.
DELEGATE SYBERT: I am sorry if I
misunderstood the Chairman, but I under-
stood the Chairman to say that we were
now embarking on a discussion of the mat-
ter just brought before the Convention
by the Committee Chairman. That is Rec-
ommendation No. 1, not 2.
THE CHAIRMAN: No. So that there
will be no misunderstanding, the announce-
ment by the Chairman of the Committee
on the Executive Branch has not in any
way altered the debate schedule as amend-
ed. As amended on the debate schedule
we considered Recommendations No. 2 and
No. 3, then returned to Recommendation
No. 1. We will then go on to No. 4 and
No. 5.
I take it from the announcement of the
Chairman of the Committee that when we
reach Recommendation No. 1, which is
after we have concluded consideration of
Recommendations 2 and 3, he will offer an
amendment. It will be pertinent at that
time.
At the present time we are resuming
discussions under Recommendation No. 2,
