How in heaven's name can we progress
with the matters of the Convention unless
reasonable men sit down and give a little.

Judah P. Benjamin said in 1850 at the
Louisiana Constitutional Convention: "How
can you induce those with whom you dis-
agree to change their opinions if you an-
nounce in advance that you are irrevocably
wedded to yours?"

I will commend the effort of the Chair
and the delegates in their attempt to work
out what I hope will be a successful com-
promise and let the Convention go on with
the good work it has been doing.

THE CHAIRMAN: The question arises
on the motion that the Committee of the
Whole rise.

For what purpose does Delegate White
rise?

DELEGATE WHITE: Point of infor-
mation.

I wonder if this meeting will be open to
the rest of the delegates.

(Laughter.)

THE CHAIRMAN: I would hope that
the delegates would permit the Committee
to meet among themselves and without any
interference or suggestion from other dele-
gates. This is the only possible way that
the twenty members of the Committee can
come to an agreement. If all the delegates
are going to attend the session, then we
might as well not have a separate meeting
of the Committee.

DELEGATE WHITE: Are you suggest-
ing, Mr. Chairman, that delegates should
refrain from going, sitting, and observing?

THE CHAIRMAN: I certainly am.

For what purpose does Delegate Della
rise?

DELEGATE DELLA: A parliamentary
inquiry.

THE CHAIRMAN: State your inquiry.

DELEGATE DELLA: I think under our
rules we have controlled time and uncon-
trolled time. Inasmuch as you have ordered
the Executive Committee back into session,
are we then under a controlled time again
on their report, or uncontrolled time when
we return to the chamber?

THE CHAIRMAN: We will resume
under the debate schedule. We have finished
the debate on the controlled time. We
would have the uncontrolled time.

DELEGATE DELLA: We now possibly
will have a new proposal that may come
out of the Committee. It may be entirely
different from their original report. Does
that controlled time still apply?

THE CHAIRMAN: It would not apply.

DELEGATE DORSEY: A parliamen-
tary inquiry.

THE CHAIRMAN: State the inquiry.

DELEGATE DORSEY: Do I have three
minutes to speak on the motion to recess?

THE CHAIRMAN: It is not debatable.
The Chair has permitted discussion, but it
is not debatable.

DELEGATE DORSEY: Delegate Mal-
kus has had the time.

THE CHAIRMAN: The Chair permitted
the discussion. It should not have done so.
The motion is not debatable.

The question arises on the motion to rise.
All in favor signify by saying Aye; con-
trary, No. The Ayes have it. It is so
ordered.

(Whereupon, at 11:07 A.M., the Com-
mittee of the Whole rose, and the Conven-
tion reconvened.)

(The mace was replaced by the Sergeant-
at-Arms.)

THE PRESIDENT: The Convention will
please come to order.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: I move that we
recess for one hour.

THE PRESIDENT: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: Delegate Morgan.

DELEGATE MORGAN: I want to an-
nounce that the Committee on the Execu-
tive Branch will meet in the committee
room immediately following the recess.

THE PRESIDENT: Let me say to you
