There being 77 votes in the affirmative
and 54 in the negative, the motion carries.

Delegate Burdette.

DELEGATE BURDETTE: May I make
a parliamentary inquiry, Mr. President?

THE PRESIDENT: State the inquiry.

DELEGATE BURDETTE: Is it the
ruling of the Chair that this special order
of business is at the beginning of the next
sitting of the Committee of the Whole?

THE PRESIDENT: It is not. It will be
at such time in the next session of the
Committee of the Whole as is approved
by the Convention, on recommendation of
the Committee on Calendar and Agenda.
The Chair would anticipate that there may
be a matter under consideration, and the
Committee on Calendar may therefore sug-
gest a special hour or it may suggest that
it come up at a time when the matter
under consideration has been concluded.
Delegate Burdette.

DELEGATE BURDETTE: If I may
pursue the parliamentary inquiry, Mr.
President, the problem of confusion arises
from the discussion of getting votes on a
number of other state officers out of the
way first; but I do not know whether that
was a part of the motion.

THE PRESIDENT: It was not, but the
Chair has every confidence in the Com-
mittee on Calendar and Agenda, and has
no doubt that they will take that into con-
sideration in preparing the Agenda for
tomorrow.

DELEGATE BURDETTE: Thank you.

THE PRESIDENT: Delegate Morgan.
For what purpose does the delegate rise?

DELEGATE MORGAN: Mr. Chairman,
have we come to Recommendation No. 2?

THE PRESIDENT: We have not. We
are still in Convention.

Delegate Barrick.

DELEGATE BARRICK: Mr. Chairman,
I rise for a personal privilege.

THE PRESIDENT: State the privilege.

DELEGATE BARRICK: Delegate Bard
earlier in the day told us how the Conven-
tion had interfered with his wedding anni-
versary, and now he comes to us this eve-
ning in formal clothes and apparently we
are further interfering with his social life,
and I would just like to point out the
sacrifice that he is making.

(Applause.)
THE PRESIDENT: Delegate Marion.

DELEGATE MARION: Mr. President,
might I be permitted a brief personal
observation?

THE PRESIDENT: You may.

DELEGATE MARION: The debate and
discussion both immediately prior to the
supper recess, as well as some of the dis-
cussion and conversation since then, re-
mind me of a story I heard over the week-
end of the young bay who was asked in
school by his teacher what his favorite
Christmas carol was; and he said that he
had a favorite but he just could not re-
member the name of it, and the teacher
said, "Well, do you know how the tune
goes?" He thought a minute and said no,
he did not remember how the tune went.
She said, "Do you remember any of the
words?" He thought for a minute, and
he said, no, he could not remember any of
the words. With that the little boy next
to him said, "You know, that is my favor-
ite Christmas carol, too."

THE PRESIDENT: Delegate Powers.

DELEGATE POWERS: Mr. President,
I move the Convention resolve itself into
the Committee of the Whole to resume con-
sideration of Committee Report EB-1, sub-
ject to the amendment provided for the
first item to be a special order tomorrow.

THE PRESIDENT: Is the motion sec-
onded?

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: All in favor, signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered. The Committee of
the Whole will please come to order.

(Whereupon, at 8:35 P.M., the Conven-
tion resolved itself into the Committee of
the Whole.)

(The mace was removed by the Sergeant-
at-Arms.)
