THE PRESIDENT: The next item is
motions and resolutions. There is a Resolu-
tion No. 4. I understand that it has not
been duplicated, and you therefore do not
have a copy on your desk. I will ask the
Clerk to read the entire resolution.
READING CLERK: Resolution No. 4,
by Delegate Hickman.
A RESOLUTION concerning the proce-
dure for introducing a proposal or recom-
mendation:
WHEREAS, several delegate proposals
and substantive committee recommendations
may be introduced in the Constitutional
Convention regarding new state fiscal pro-
grams, and
WHEREAS, after having been read for
the first time, the proper committee shall
have to consider, act upon, or pass over
such proposal or recommendation, and
WHEREAS, in order to give proper con-
sideration to such proposals and recommen-
dations, each delegate should be advised of
the financial ramifications thereof,
NOW, THEREFORE, BE IT RE-
SOLVED, by the Constitutional Convention,
that beginning Friday, September 29, 1967,
each delegate proposal and substantive
committee recommendation regarding a fis-
cal program be accompanied with a memo-
randum setting forth the monetary budget
required by the fiscal program, and if a
similar program now exists, a comparative
cost study of the proposed program with
the program now in existence.
THE PRESIDENT: Resolution No. 4 is
referred to the Committee on Rules, Creden-
tials and Convention Budget.

THE PRESIDENT: Delegate Rybczyn-
ski, if you are rising to make the announce-
ment that I understand you want to make,
