1216 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 27]

the Committee of the Whole for the pur-
pose of considering orders of the day.

THE PRESIDENT: Is there a second?
(Whereupon, the motion was seconded.)

THE PRESIDENT: All those in favor
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 2:15 P.M., the Convention
resolved itself into the Committee of the
Whole.)

(The mace was removed by the Sergeant-
at-Arms.)

COMMITTEE OF THE WHOLE
NOVEMBER 27, 1967—2:15 P.M.

THE CHAIRMAN: The Committee of
the Whole will please come to order.

The Chair recognizes Delegate Boyer,
Chairman of the Committee. Do you wish
to continue with the presentation of the
majority report, or do you desire to have
Delegate Key continue? She is not in the
chamber, apparently.

DELEGATE BOYER: Mr. Chairman,
by way of explanation, as I told the Chair-
man last weekend, so there would be no mis-
understanding, the calendar was amended
late in the day on Wednesday, when we
adjourned, and not knowing that GP-4 was
coming up at that time since I had ac-
cepted an invitation to speak to several
Lions Clubs to explain the Constitutional
Convention I asked the Vice-Chairman of
the Committee to make the presentation.
However, Delegate Wheatley was indis-
posed at the time, and since Delegate Key
was the Chairman of the subcommittee that
hammered out this article, GP-4, on con-
sumer protection, I requested her to make
the presentation and I understand, she did
a very excellent job of it.

Mr. Chairman, I turned over my file to
her but I understand that she is not pres-
ently here. I would be very happy to — just
a moment; I understand she has just come
in. May I have a one-minute recess?

THE CHAIRMAN: Certainly.
Delegate Boyer?

DELEGATE BOYER: Mr. Chairman, I
have just talked with Delegate Key and I
understand that the presentation on the

consumer protection article has been com-
pleted, and at this stage she is ready to
answer any questions.

THE CHAIRMAN: I think we were
about completed but there may have been
a few questions of the Committee Chair-
man.

Are there any further questions of the
Committee Chairman in connection with
the committee report on Committee Recom-
mendation GP-4?

Delegate Della?
DELEGATE DELLA: Delegate Boyer—
THE CHAIRMAN: Just a second.

Delegate Key, there are apparently some
additional questions. If you would come up
to the reading desk, I think it might help
us.

Delegate Boyer, you will be here also, or
do you want Delegate Key to have it?

DELEGATE BOYER: Let's make this a
joint effort. I do not want to be redundant
in wasting the Committee's time by re-
peating what has already been said.

THE CHAIRMAN: Delegate Della, if
you will state your question, please.

DELEGATE DELLA: Delegate Key, did
your Committee take into consideration that
the Legislative Council passed legislation
covering this subject matter?

DELEGATE KEY: Yes, Delegate Della,
we did. As I said the previous evening,
they had made a beginning, but as you
look at what they passed as compared to
what the Legislative Council proposed, you
can see that there is some need for some
base on which the legislature may feel free
to act.

THE CHAIRMAN: Delegate Della.

DELEGATE DELLA: What base do you
have in mind, other than what they have
already passed on?

DELEGATE KEY: What kind of legis-
lation are we interested in other than what
they passed on?

DELEGATE DELLA: That is right.

DELEGATE KEY: Well, what they
passed is a beginning, and they themselves
have looked further into the need for other
legislation, as we see from the Legislative
Council report on meat inspection laws.
However, the problem is, without a consti-
tutional mandate or the stipulation given
