healthy and harmless, so that we are say-
ing that we need a state law to take up
the slack that is left by the Federal Con-
stitution and federal law, rather than to
supplant them.

THE CHAIRMAN: Delegate Case.

DELEGATE CASE: Delegate Key, I
could not agree with you more, but is not
the legislature right now or the legislative
council right now facing up to this situa-
tion and has it not adopted a very compre-
hensive meat inspection law which was rec-
ommended by the University of Maryland?

THE CHAIRMAN: Delegate Key.

DELEGATE KEY: You are very much
correct, Delegate Case, and I have had an
opportunity to look at the proposed consu-
mer bill that was proposed this year in the
General Assembly and adopted, and really
as I looked at the three of four pages that
were proposed, I could not really read it
readily because most of it was stricken out.

I think if the constitution provides some
base from which the legislature can act,
then they will act with courage and do for
the State what they feel needs to be done.
They will work it cautiously and do what
is least expected of them, rather than what
is adequate for the job.

THE CHAIRMAN: Delegate Case.

DELEGATE CASE: There are two
other areas. Is it your proposal to set up a
fair labor standards act or state fair prac-
tices act?

THE CHAIRMAN: Delegate Key.

DELEGATE KEY: I really could not
say what this might entail, because, as you
say, we do have a Legislative Council that
looks at these things and decides.

As you can see, we did leave this for the
legislators to do, hoping they would do a
very good job.

THE CHAIRMAN: Delegate Case.

DELEGATE CASE: Does your proposal
also cover the intrastate, and I underscore
that, intrastate sales of securities, stocks,
bonds, and that kind of thing?

THE CHAIRMAN: Delegate Key.

DELEGATE KEY: Delegate Case, our
proposal covers anything and everything
the legislature decides it has to go into.

THE CHAIRMAN: Delegate Case.

DELEGATE CASE: Is that particular
service not being performed by the state
attorney general's office?

THE CHAIRMAN: Delegate Key.

DELEGATE KEY: That service is being
performed, but there are services not avail-
able for the consumer in the State of
Maryland.

THE CHAIRMAN: Delegate Pullen.

DELEGATE PULLEN: I would like to
ask Delegate Key a couple of questions.

THE CHAIRMAN: Delegate Key?
DELEGATE KEY: Yes, sir.
THE CHAIRMAN: Delegate Pullen.

DELEGATE PULLEN: What is the
difference between protecting people from
bad meat and bad savings and loan asso-
ciations and further if the constitution had
a provision providing protection of savings
and loan associations, would we have pro-
tected ourselves from having gotten into
the mess we got ourselves into a year or
two ago?

THE CHAIRMAN: Delegate Key.

DELEGATE KEY: I am not saying we
would not have, but I am sure with the
kind of foresighted legislature we have had
in the past, this would not have happened
if we had had a constitutional amendment
like this.

THE CHAIRMAN: Delegate Pullen, do
you have another question?

DELEGATE PULLEN: Yes.
THE CHAIRMAN: Proceed.

DELEGATE PULLEN: I still have not
had my answer about the savings and loan
associations. It seems to me we have legis-
lation to protect the consumer against bad
meat. What is the difference between pro-
tecting people by law or constitution
against bad meat and bad savings and loan
associations?

THE CHAIRMAN: I take it Delegate
Key answered to the best of her ability.

I see no difference, Delegate Pullen.
Maybe Delegate Key can answer later.

Delegate Pascal.

DELEGATE PASCAL: Delegate Key, I
am referring to the Committee amendment,
line 28 and below, are you or was it the
Committee's intent to include professions
in this particular category — lawyers or
doctors?
