tion?

The Clerk will ring the quorum bell.

The question arises on the question of
the adoption of Amendment No. 54 as modi-
fied to Committee Recommendation JB-1.
A vote Aye is a vote in favor of the amend-
ment as modified. A vote No is a vote
against the amendment as modified.

Cast your vote.
Have all delegates voted?
(There was no response.)

Does any delegate desire to change his
vote?

(There was no response.)
The Clerk will record the vote.

There being 41 votes in the affirmative
and 82 in the negative, the motion is lost
and the amendment fails.

Delegate Rybczynski, for what purpose do
you rise?

DELEGATE RYBCZYNSKI: Mr. Chair-
man, I should like to ask the Chair a ques-
tion, if I may.

THE CHAIRMAN: The Chairman of
the Committee of the Whole or the Chair-
man of the Committee on the Judicial
Branch?

DELEGATE RYBCZYNSKI: The Chair-
man of the Committee as a Whole.

THE CHAIRMAN: Just a second, try it
again.

DELEGATE RYBCZYNSKI: Mr. Chair-
man, apparently by passing out of the
resolution of Amendment No. 22 we are in
for a minute of humor.

Since the Chair passed out a rule the
other day that all extraneous matters
printed by the printing shop will be paid
for by the proposer, will this be paid for
by Delegate Gallagher, the proposer?

THE CHAIRMAN: The Chair con-
sidered the question when the Clerk pre-
sented it, but Delegate Gallagher insisted
there was no mirth intended, he was quite
serious.

Delegate Rybczynski?

DELEGATE RYBCZYNSKI: In view of
the fact he is serious, I would like to ask

Delegate Gallagher two questions. Number
one, can we suspect anything by your filing
this thing today long after your section is
completed, and number two, if we will look
on page two, from lines 4 to 10, it appears
as the votes rise, the fine goes down.

In view of this theory, does it not appear
that a man who thinks he is going to lose
very badly is going to hang on hoping his
friends will vote with him, so he will not
be fined heavily?

THE CHAIRMAN: The Chair recognizes
Delegate Gallagher and gives him five min-
utes to reply to each question.

DELEGATE GALLAGHER: Yes.

THE CHAIRMAN: The Chair recognizes
Delegate Clagett.

DELEGATE CLAGETT: Recognizing
this is a matter of great impact upon this
assembly, I would like to ask Delegate
Gallagher this question : How can I vote in
favor of the resolution?

THE CHAIRMAN: The Chair will give
him the floor to respond at a later date.

Delegate Johnson.

DELEGATE JOHNSON: Mr. Chairman,
according to the terms of the resolution, I
believe I would owe Delegate Gallagher
$3.00.

Now, I would like to see him come over
here and try to collect.

THE CHAIRMAN: I might suggest that
there are provisions under the rules where
the delegates can have the assistance of
the Sergeant-at-Arms.

(Laughter.)
Delegate Weidemeyer.

DELEGATE WEIDEMEYER: I won-
der if Delegate Gallagher would accept an
amendment to this.

(Laughter.)

It would, in substance, provide that all
of these fines collected would be used to
defray the transportation expenses of the
president of a natural gas company to come
down here and study a great source for
one of our natural resources.

THE CHAIRMAN: Delegate Bennett.

DELEGATE BENNETT: Mr. Chair-
man, I wonder if Delegate Gallagher real-
izes he is like the Egyptian mummy being
pressed for time.
