Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the Calendar and Agenda today, I do not
believe, reached all the desks; but the for-
mat is exactly the same except it calls for
resuming consideration of the committee
recommendation in which we have been in-
volved in the last several days, and at the
conclusion of that, we begin consideration
of Committee Report EB-1.
If you will take me on faith, I move the
adoption of that calendar.
THE PRESIDENT: Does that include
the Debate Schedule No. 5?
DELEGATE POWERS: Mr. President,
the second item under orders of the day
involves Debate Schedule No. 5. I thought
when I moved that we resolve ourselves
into the Committee of the Whole, it would
include adoption of that Debate Schedule.

Resolution No. 22. The Clerk will read

READING CLERK: Resolution No. 22,
by Delegate Gallagher. A RESOLUTION
to provide for a system of self-restraint in
the presentation of amendments by mem-
bers of the Constitutional Convention, to
fine members whose amendments fail of
passage and to dispose of these fines.
THE PRESIDENT: Resolution No. 22
is referred to the Committee on Rules, Cre-
dentials and Convention Budget.

Before resolving into the Committee of
the Whole, I have been requested by Dele-
gate Hutchinson to say that someone in-
advertently picked up the wrong raincoat
from the lounge yesterday. If you have a
black raincoat, please check and see if you
have Delegate Hutchinson's instead of your
own.

I move the Convention resolve itself into
the Committee of the Whole for the pur-
pose of considering the general orders of
today.
I also include in that motion the adop-
tion of Debate Schedule No. 5 which will
cover the control and limitation of debate
with respect to Committee Report EB-1.
