Amendment No. 43 to Committee Recom-
mendation JB-1.
A vote Aye is a vote in favor of Amend-
ment No. 43. A vote No is a vote against.

Has every delegate voted? Does any dele-
gate desire to change his vote?

There being 61 votes in the affirmative
and 62 in the negative, the motion is lost.
The amendment is rejected.
The next item on the Debate Schedule is
a consideration of sections 5.29 to 5.31. We
will begin with a presentation of the Report
of the Committee by Delegate Mudd, and
be followed by the presentation of the
Minority Report by Delegate Johnson.
The Chair will not proceed with the
presentations at this hour, but will call on
Delegate Mudd for the purpose of estab-
lishing the consideration of this order as
the first order for the Committee of the
Whole tomorrow. Will Delegate Mudd
please come forward to the reading desk?
We are now under the Debate Schedule,
part 3, considerations of sections 5.29 to
5.31. The first portion is the presentation
of the Report or presentation of the Com-
mittee Recommendation by the Committee
Chairman.
This presentation will be interrupted
tomorrow morning only for the purpose of
considering Delegate dark's amendment to
section 5.14. The Chair recognizes Delegate
Powers.

THE PRESIDENT: On behalf of the
Committee of the Whole, the Chair re-
ports the Committee has had under con-
sideration Committee Recommendation JB-
1, it has it still under consideration and
desires leave to sit again.
Before I call on the chairmen for an-
nouncements, the President of the Con-
vention has this announcement to make.
I think it is perfectly obvious from the
fact that we have spent the entire day in
a debate on only a very limited number of
sections of this article and that we have on
the agenda for tomorrow a report of a
Committee that undoubtedly will provoke
considerable debate, that night sessions
next week will be in order.
I see no escape from it.
I also suggest to you that if, as a result
of tomorrow's debate, we do not have the
imposition of more self restraint by re-
peated speeches by the same person, then
the Committee on Calendar and Agenda
will be forced to consider the suggestions
of the Committee on Rules and recommend
to the Convention a severe limitation on
debate.
This is most unwise, most undesirable.
Most of the delegates have observed these
rules of self restraint. For those delegates
who rise not once but repeatedly, I implore
you to examine the situation in your own
conscience this evening and decide whether
or not you cannot cut down on the number
of speeches.

DELEGATE MOSER: Mr. President,
the Subcommittee on Interim Provisions of
the Local Government Committee will meet
tomorrow morning at 9 A.M. Any other
members of the Local Government who
want to come are invited.
