to Committee Recommendation JB-1, by
Delegate Sollins: On page 5 section 5.17,
Lawyer Members of Nominating Commis-
sions, in line 33 and 36 respectively after
the word "elected" in each instance insert
the words "by secret ballot."
THE CHAIRMAN: The amendment is
proposed by Delegate Sollins. Is there a
second?
(Whereupon, the motion was duly sec-
onded.)
THE CHAIRMAN: The amendment hav-
ing been seconded, the Chair recognizes
Delegate Sollins to speak to the amendment.
DELEGATE SOLLINS: The amendment
is self-explanatory. It shows that in choos-
ing the lawyer members of the nominating
commissions, it is a very sensitive position,
that the election will be by a secret ballot.
I have discussed this with Mr. Mudd. He
is agreeable, and I will rest on that.
THE CHAIRMAN: Delegate Mudd.
DELEGATE MUDD: Mr. Chairman, I
can confirm in substance what the pro-
ponent of the amendment has said. We
have no opposition to the requirement that
a poll be taken by secret ballot. We thought
it was an unnecessary detail and could be
required by rule if necessary, but we will
not resist the amendment.
THE CHAIRMAN: Is there any further
