1082 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 21]

take it that since the sections governing
the nominating commissions are the suc-
ceeding sections, that amendments per-
taining thereto would be in order.

DELEGATE MALKUS: If you have so
diagnosed that, Mr. President, I will feel
very safe in preparing amendments and
hopefully, of course, they will be con-
sidered. I want amendments establishing
how these commissions are going to oper-
ate. It is late tonight, but if you say that
tomorrow is time enough, then I will go
ahead and rest my weary bones and have
amendments ready by 10.00 A.M. tomorrow
morning.

THE CHAIRMAN: The Chair's answer
to your statement was only as to its gen-
erality. Any further questions?

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not concluded its
consideration of Committee Recommenda-
tion JB-1.

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All in favor, signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered.

(Whereupon, at 10:47 P.M., the Com-
mittee of the Whole rose, and the Conven-
tion reconvened.)

PRESIDING

THE PRESIDENT: The Convention will
please come to order. On behalf of the
Committee of the Whole, the Chair reports
that the Committee had had under con-
sideration Committee Recommendation JB-
1, still has it under consideration, and
desires leave to sit again.

Are there any delegates present now who
were not present at roll call who desire to
indicate their presence? If so, answer roll
call. The Clerk will record the supple-
mentary roll call.

Are there any announcements by com-
mittee chairmen? Delegate Penniman.

DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style will meet to-
morrow morning at 8:30 A.M.

THE PRESIDENT: Are there any other
announcements? The Chair recognizes Dele-
gate Powers.

DELEGATE POWERS: Mr. President,
I move we adjourn until 10:00 A.M. to-
morrow morning.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: All in favor, sig-
nify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon the Convention was ad-
journed at 10:40 P.M., to reconvene at

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The invocation this morning will be of-
fered by Reverend Wayne McCoy of Ca-
tonsville Presbyterian Church. Reverend
McCoy is the pastor of both Delegate Finch
and Delegate Kiefer.

REVEREND McCOY: Eternal God, our
Father, walk freely on the floor of this
Constitutional Convention. Stoop down and
raise up our little spirits. With the hand of
Your Mighty Spirit touch these delegates
that they may do uncommon labor for the
common good of the citizens of Maryland.

Help these chosen representatives to
choose wisely between faith and fear; cour-
age and cynicism; strength and weakness;
the better way to rule Maryland in the
last third of the 20th century.

Open their eyes to see this once in a
lifetime opportunity to order this State so
that the pure waters of justice, freedom,
peace and human decency flow down upon
the people as from a high mountain of good
government.

0 God, liberate the minds of these dele-
gates from the tyranny of old custom and
ideas, once helpful but now outgrown in a
