DELEGATE SCHLOEDER: Mr. Chair-
man, I would like to rise on a point of per-
sonal privilege. I am neither a lawyer, nor
certainly a tax lawyer, nor do I ever ex-
pect to have any use for a tax lawyer, but
I would like at this time to dot i's and
cross t's of another nature and ask the
delegates to welcome to this chamber about
forty-five members of an organization from
Baltimore County called Forum 4. They
are seated behind the rostrum and also
back here.

my greatest friend, my mother, Mrs. Mary
Kahl.

man, may I introduce the really and truly
head coach of my family, Mrs. Kirkland,

and their daughter Doris.

I would like to take this opportunity to an-
nounce an event I just learned of, that
Delegate Lloyd Taylor has a birthday to-
day, and is not ashamed to admit how old

he is. He is a very young 42, and our
hearty congratulations to him.

DELEGATE MARION: Mr. Chairman,
a point of personal privilege, because of
some of the other announcements which
have preceded mine, and aware that I
might be reminded of my lack of attention
at home were I remiss in reminding the
delegates that my wife too is in the gallery,
seated above the President's head.

Delegate Malkus: On page 4 section 5.14
Nomination and Appointment in lines 39
through 50 strike out beginning with the
words "appointing one person" in line 39
down to and including the letters "nees"
in line 50 and insert in lieu thereof the
words "appointing a person to fill the
vacancy."
THE CHAIRMAN: The Chair would
like to announce before submitting the
amendment that in anticipation that some-
one else may have a similar thought, that
it occurred to me the amendment might be
out of order, since it is completely incon-
sistent with Amendment No. 25, which was
considered and rejected and Amendment
No. 24, which was adopted.
It does exactly the opposite of what is
accomplished by section 5.14 as amended
by Amendment No. 24. The Chair, how-
ever, feels that the amendment is in order
at the present time. The amendment is
moved by Delegate Malkus.
