1038 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 20]

Delegate Della.

Just a minute. I understand the entire
time allowed by the debate schedule for
further debate has now expired.

DELEGATE DELLA: I only want to
defend the present court. You would think
there were a bunch of thieves up there now.

THE CHAIRMAN: I have no control.
The debate schedule fixes thirty minutes.
The time has expired.

For what purpose does Delegate Johnson
rise?

DELEGATE JOHNSON: For the pur-
pose of moving that the Committee of the
Whole rise and request of the Convention
an additional fifteen minutes to discuss the
matter before it.

THE CHAIRMAN: Is there a second?

It is seconded. Are you ready for the
question? The question arises on the ques-
tion that the Committee of the Whole rise
and request the Convention for an addi-
tional 15 minutes of debate.

All in favor signify by saying Aye. Cast
your votes. Has every delegate voted. Does
any delegate desire to change his vote?

The Clerk will record the vote.

There being 78 votes in affirmative and
53 in the negative, the motion carries.

(Whereupon, at 5:00 P.M. the Committee
of the Whole rose, and the Convention re-
convened.)

(The mace was replaced by the Sergeant-
at Arms.)

THE PRESIDENT: The Convention will
please come to order.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. President,
I move that Debate Schedule No. 4 be
amended so as to extend debate for 15 min-
utes on the matter now before us.

THE PRESIDENT: Is there a second?
The motion is duly seconded.

Are you ready for the question?
(Call for the question.)

All in favor signify by saying Aye. All
opposed, No. The Ayes have it. Is is so
ordered.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: I move the
Committee reorganize itself as a Committee
of the Whole.

THE PRESIDENT: Is there a second?

(Whereupon the motion was duly sec-
onded.)

THE PRESIDENT: Are you ready for
the question?

(Call for the question.)

All in favor signify by saying Aye; all
opposed, No. The Ayes have it. It is so
ordered.

(Whereupon, at 5:05 P.M. the Convention
resolved itself into the Committee of the
Whole.)

(The mace was removed by the Sergeant-
at- Arms.)

THE CHAIRMAN: The Chair recog-
nizes Delegate Della.

DELEGATE DELLA: I had not in-
tended to talk on this particular report,
but when I am told that the present judges
are practically corrupt, that they are not
qualified, somehow or other my blood starts
boiling.

I can recall when the delegate from the
fifth district was appointed as judge, I
dare say no one could force him to do any
political shenanigans. I had the complete
pleasure of serving in the bar when the
judge from Anne Arundel County was
serving in the supreme bench and also be-
fore the Court of Appeals.

It is true that we have some bad judges
and if I were a delegate from Montgomery
County, I would say "Hallelujah, give me
something other than what we have there,"
because they do have a bad judge there on
the Court of Appeals, if you go by their
