THE PRESIDENT: The Convention will
please come to order.
For what purpose does Delegate Willoner
rise?
DELEGATE WILLONER: Personal
privilege. I would like the Convention to
welcome my wife Pat, my son, Terry and
daughter Cindy. They are why I am here.
THE PRESIDENT: On behalf of the
Committee of the Whole the Chair reports
the Committee has had under consideration
Committee Recommendation JB-1, that it
still has the matter under consideration and
desires leave to sit again.
There are committee reports to be read
across the desk. Committee Recommenda-
tion LB-2. The Clerk will read the recom-
mendation.
READING CLERK: Committee Recom-
mendation LB-2 by Committee on the Legis-
lative Branch, Francis X. Gallagher, Chair-
man.
A RECOMMENDATION that portions
of Article III of the new Constitution deal-
ing with the Legislative Branch provide
for substantially equal legislative districts,
create an independent commission to rec-
ommend redistricting plans to the General
Assembly, provide for the filling of vacan-
cies in the General Assembly, and estab-
lish legislative procedure, to read as fol-
lows:
