Constitution is to delude the people who most need it. I
urge strongly that you delete this Section 9.

to speak to the amendment?
DELEGATE KIEFER: Mr. Chairman, ladies and
gentlemen of the Committee, we have put in this Const-i"
tution the right of labor to organize. I don't know why
we would not put in this Constitution the right of people
to have, or at least to state the policy of his state,
that people in this state shall have economic security.
This doesn't guarantee them anything, it does state a
policy. It is not unlike policies that are stated in
other state constitutions where the state simply recognizer
that it is simply concerned about the welfare of the
people. It is true, as Delegate Scanlan says, that it
is a matter of policy. It doesn't make the welfare
state. This doesn't do anything of that sort, but I
think for us to leave out any reference of our concern
about the general welfare of our people and their right
to life, liberty, and dignity is something that we ought |
