The question now arises on the adoption of
Amendment No. 13 as amended by Amendment No. 13-C. Are
you ready for the question?
The vote now is on the adoption of the language
as in new Section 8, which appears in Amendment No. 13-C.
A vote Aye is a vote in favor of the amendment. A vote
No is a vote against.
Cast your votes.
Has every Delegate voted?
Does any Delegate desire to change his vote?
The Clerk will record the vote.
There being forty-four votes in the affirmative
and eighty in the negative. Amendment No. 13 as amended
is rejected.

THE CHAIRMAN: Delegate Kiefer.
DELEGATE KIEFER: May I suggest that as a
matter of convenience and while we are on the subject
that we dispose of Section 12, which has to do with
removal in criminal cases?
