have the right of removal unless the General Assembly with
the Court of Appeals by rule acts. If we adopt this
amendment we are giving to the citizens of this State
subject to controls and regulation by the General Assembly
and the Court of Appeals by rule, so I say let us give the
citizens of this State this right of removal and adopt this
amendment.
THE CHAIRMAN: Are you ready for the question?

THE CHAIRMAN: The question arises on the adopt-
ion of Amendment 13B as a substitute for Amendment 13.
The question is only a vote on the substitution.
A vote Aye is a vote in favor of the substitutior ?
a vote No is a vote against the substitution. In either
event you will have the principal question submitted to you.
Cast your votes.
Has every delegate voted? Does any delegate
desire to change his vote?
The Clerk will record the vote. There being
seventy-three votes in the affirmative and forty in the
negative. Amendment 13B is adopted as a substitute for
