This was a substitute for both Sections 8 and 12 and would
have applied in both criminal and civil cases, but I don't
think it is appropriate at this time to have it so apply
and therefore in line 10 of the amendment, the last word,
courts", I would strike and insert in lieu thereof the
words "of civil cases".
