DELEGATE WAGANDT; If this is on the record and
Mr. Penniman understands this to be the case, it is fine
with me.
DELEGATE CLARK: The Chair recognizes Delegate
Needle.
DELEGATE NEEDLE; Mr. Chairman, I suggest that
this matter has been resolved by this Committee by voting
in favor of the amendment No. 10. We indicated that we
wanted for this section to be applied by the General
Assembly by public general law and even though amendment
No. 10 was defeated I suggest that this Committee has
expressed it for the benefit of the Committee on Style
and Drafting.
When the Committee on Preamble and Personal
Rights drafted Section 7, they didn't know whether by
law would mean general law or whether it would permit
general variations.
I submit this Committee has indicated that they
want for this to be applied by public general law.
