I don't see any other clearcut way to do this. Let us
i defeat this, go back to the Committee recommendation.
DELEGATE CLARK; If there is no further discus-
sion, the question now arises on the adoption of amendment
No. 10 as amended.
Ring the quorum bell. A vote Aye adopts; a
vote No is against.

Has everyone voted? Anyone desire to change
their votes? If not, the clerk will take the roll.
Twenty-five votes in the affirmative, eighty-
five votes in the negative. The motion fails. The
amendment as amended is rejected.
