amendment No. 10 which is Delegate Kiefer's amendment.

adopts the amendment to the amendment, a vote "no" rejects
it.

There being fifty-four votes in the affirmative
and fifty-two in the negative, the motion is adopted, the
amendment is adopted.

DELEGATE CHABOT: Mr. Chairman, I will be very
brief. I just wanted to point out that the constitutional
purists have said keep things out of the Constitution and
now they are saying put it in because in this case they
happen to want it.
