We are still experimenting with the multilith

arrangement, and we find that it poses quite a problem

3

to have the proposals multilithed in the interval between

4

noon and the meeting of the Convention at 2:00 p.m.

5

As is usually the case, most of the proposals come in

6

shortly before noon. We w 11 be able, however, to do this

7

with an additional piece of equipment and a little more

8

manpower. Today we are not able to have on your desks,

9

or have delivered to you, copies of every proposal

10

that will be introduced this afternoon. They may come

11

over during the session. If not, they will be sent to

12

you very promptly.

In connection with this, I failed to announce

14

yesterday that the additional binder that was placed on you

15

desk in the chamber was for your use in keeping copies

16

of proposals referred to your Committee. Normally, that

17

binder will be retained by you in your committee room.

18

You will be handed a copy of every proposal that is intro-

19

duced. That will be put in your binder in the chanber.

20

In addition, you will receive a copy of every proposal

21

that is referred to your committee. That should be in the
