wondering whether it is possible for these amendments to be
withdrawn with prejudice so that we don't have to sit
here and anticipate that they will be coming back again,
because I think it is unfair to the Committee to listen
to the debate and to get to the point where they want to
vote and then to have an amendment withdrawn, to perhaps
be submitted when we are in a better mood.
THE CHAIRMAN: Under the explicit provisions of
Rule 44, an amendment may be withdrawn by the maker at any
time before it is put to vote. There is no procedure by
which it can be withdrawn only with prejudice.
Any other delegate can offer the amendment and
put it to vote if he chooses to do so.
I might point out that I believe there have been
very, very few cases in which an amendment withdrawn has
been resubmitted.

The question arises on the adoption of Amend-
ment No. 6. A vote Aye is a vote in favor of the amend-
ment. A vote No is a vote against.
