DELEGATE MITCHELL; I think the courts have
interpreted the state to include all of the political
subdivisions, the agencies, the servants, employees,
wherever the state influence and support goes; that is
where the state is.
That is state action.
THE CHAIRMAN: Delegate Hostetter.
