which deals with the matter of pay and allowances of

delegates has some very explicit but unclear language.

I think we will have to have an opinion of the Attorney

5

General in order to know just how far the Convention can

6

go, and if you wouldn't mind withholding your motion, I

7

would give you an opportunity to make it at another day.

DELEGATE DELIA: As of today?

THE PRESIDENT: Effective as of today.

DELEGATE DELLA: Probably he could make the

11

motion then.

THE PRESIDENT: I, perhaps, should say a word

13

about this. I sincerely trust that the answer to this

14

question is going to be that the President has no dis-

15

cretion to exercise in excusing absences in that conven-

16

tion has little or no discretion. I say that because the

17

requests already received for absences for one reason or

18

another point out to me at least that it is almost impos-

19

sible to draw a line as to what would be a justifiable

20

excuse and what would not; but because of the explicit

21

language of the Enabling Act, I think we ought to have
