DELEGATE SCANLAN: Tnat is right. You are

absolutely correct. That is another protection.

THE PRESIDENT: Any further questions of the

4

chairman of the committee? First we will take up

5

Resolution No. 9. As the Chair understands, Delegate

6

Scanlan moves the amendment of Resolution No. 9, as

7

indicated in the committee report.

DELEGATE SCANLAN: That is correct, substituting

9

date of October 27 for the original date of October 23 in

10

that resolution.

THE PRESIDENT: Is there a second to the motion

12

to amend?

(The motion was duly seconded.)

THE PRESIDENT: The question arises on the

15

amendment to Resolution No. 9 to read as follows. Resolved

16

that Rule 27, Rules of the Convention, be amended by

17

inserting at the end, therefore, a new sentence reading

18

as follows: The requirements imposed by this rule shall

19

not be applicable with respect to delegate proposals

20

introduced after October 27, 1967. Any discussion or the

21
