understanding the Governor in turn will submit the

2

proposals contained in the presentment to the Legislature

3

for their consideration. It has worked well for us in

4

New Jersey and we had a number of presentments. The

5

result was we came out with one of the Shortest

6

Constitutions of all the Constitutions in the country,

7

approximately 10,000 words.

I would like to touch on the three branches of

9

government briefly and I am certainly not, I hope you will

10

understand this, not presuming to pose as an authority,

11

although the task of Constitution-making is near and dear

12

to my heart, not only as a former Governor, but as

13

President of the National Municipal League, which has been

14

developing model Constitutions over the years.

15

The Legislative Branch of the Government.

16

Appropriate terms should be established for the Legislative

17

branch of the government so they are not running all the

18

time. We have the unenviable record of having our House of

19

Assembly, our lower House, running every year. So that

20

you can imagine where their minds were when the Governor

21

was trying to get a program through. They were wondering
