MR. QUILLEN: Delegate Proposal No, 349, by

Delegates Bothe, Burgess, Dukes and Bamberger. A proposal

that the Declaration of Rights provide for the release

6

upon surety of an accused awaiting trial, and natters

7

generally relating thereto, to read as follows:

THE PRESIDENT: Delegate Proposal No. 349 is

9

referred to the Committee on Personal Rights and the

10

Preamble.

Delegate Proposal No. 350. I call your

12

attention to a memorandum accompanying Delegate Proposal

13

No. 349, which you should have on your desk.

MR. QUILLLN: Delegate Proposal No. 350, by

15

Delegates Marion, Schloeder, Singer, Sollins, and Fox.

16

A proposal that the members of the General Assembly shall

17

receive an annual salary and such allowances as may be

18

prescribed by law, but such annual salary shall not be

19

less than one-third nor more than one-half of the annual

20

salary of the Governor.
