No. 11 which was offered last week. Memorandum is there

today. You should also have a memorandum -accompanying

Delegate Proposal No. 138 which was offered quite some

time ago.

Delegate Proposal No. 47 has been returned to

me and I re-refer it to the Committee on Personal

9

Rights and the Preamble. That proposal was heretofore

10

erroneously referred to, I think, the Committee on The

11

Legislative Branch. Please mark your Delegate Proposal

12

No. 47 referred to Committee on Personal Rights and the

13

Preamble.

There are only four proposals to be introduced

15

today. This is the low point since the first session.

Delegate Proposal No. 326. The Clerk will

read the proposal.

MR. QUILLEN: Delegate Proposal No. 326, by
