MR. QUILLEN: Delegate Proposal No. 301, by
Delegate Finch, A proposal that the Declaration of Rights,
of the Constitution, provide that the freedom to think
and the freedom to create shall not be abridged, each
person remaining responsible for the abuse of these rights
THE PRESIDENT: Delegate Proposal No. 301 is
referred to the Committee on Personal Rights and The Pre-
amble.
