THE PRESIDENT: The Chair recognizes Delegate
Scanlan, Chairman of the Committee, and suggests that you
come forward to present the Report.
DELEGATE SCANLAN: Mr. President, fellow
delegates, I have the honor to present the Seventh Report
of the Committee on Rules, Credentials and Convention
Budget. The Report deals with and recommends unfavorably
with respect to Motion No. 2, which was introduced by
Delegates Johnson and Rybczynski on September 27, 1967.
As originally introduced, their proposal was an amendment
to Rule 28(a), and for the benefit of those who might
not have Rule 28(a) immediately in front of them, that
rule provides, except upon the affirmative vote of a
majority of the delegates present and voting, the Com-
mittee of the Whole will receive no final report of a sub-
stantive committee after November 17, 1967.
You will recall that the amendment was adopted
as an attempt to insure that under the statutory deadline
under which this Convention operates, that the various sub
stantive committees will have completed most of their
work by that date, so that the Committee of the Whole can
