DELEGATE GALLAGHER: No, I think the gentleman
misunderstands the intent of the section.
Constitutionally, this much the legislature is
; required to do, namely, to give due regard to natural
boundaries and the boundaries of political subdivisions.
This does not eliminate the right of the general
Assembly to consider other artificially created natural
boundaries, such as the Beltway. I would see no incon-
sistency between the two.

make an inquiry? With respect to the incruiry of Delegate
Weidemeyer a moment or ";o ago, that the language, adjoin-
ing territories, is ironclad, am I not correct in inter-
pretinq "territory" to include territorial waters? I know of no water that sits upon anythir
other than territory or land in that restricted sense, but |
