DELEGATE GALKAGHER: When the legislature had
! a free hand it tried three times, 1961, '63 and '65, to
come uo with a Congressional redistricting plan, none of
which ever saw the light of day.
Ultimately the Federal district court had to
do the job. I don't say that the best elements of the
three unused plans were not contained in the Federal
district court plan. Perhaps the worst elements werr, hut
all the Federal district court succeeded in doinq was to
keep the population variance at a minimum and it succeeded
in chopping up Anne Arundel County and Baltinoro County
into wavs which thr residents of neither of those coun-bie
are pleased with. I understand, and I agree with them and I sympathize with them. This might help with some of
these significant jobs that you are complaining about.
