DELEGATE GALLAGHER: I would orofel- to assist
Delegate James from a position of strength, which in
my position would be an affirmative vote against the
amendment.
THE CHAIRMAN: The Chair believes this is the
option of Delecrate James. He has the right under the
ruin to withdraw the amendment.
DELEGATE GALLACHER: I have one suggestion. I
think bond counsel could increase their fees if they
found the job to become too onerous.
THE CHAIRMAN: Delegate James.
DELEGATE JAES: I am withdrawing, but I am
going to say to Delegate Gallagher, it is excellent to have
a giant's strength, but it is tyrannous to use it like
a giant.
