Of course, as I understand, Congress' may be
accurate and it may net 'be, because you can go into it
to change it all around to suit the member.
The point of it is that this is a lcqislativr
matter and there is really no reason whatsoever to requirc
it in the Constitution, and I object to it; number one,
and this is my objection that has the least force, it
is very expensive and cumbersome, it doesn't really
provide you with much of anything.
; Number two, it provides a very serious I-JI
problem, another roadh'ock, testing of the legislature,
and thirdly, the general Constitutional principle is some-
thing that you just should not put in a Constitution. It
is not in the Federal Constitution and I doubt it is in
any other state Constitution, and we are just: doing a
little social experimenting here.
