DELEGATE GALLAGHER: This is a highly indignant
position I find myself in but I would say. Delegate Wiederncyr,
that it is not the intention of the Committee that this
particular section shall apply to votes of the subcommittee,
i but only committees themselves.

Mr. Chairman, that subcommittees then could handle these
issues that we are so interested in seeing visible
and never get to a full committee vote and thwart it;
the wnole tiling is,the legislature is inclined to be of
that frame of mind.
