DELEGATE bARRICK: Mr. Chairman, it seems to me
that this is a very unusual procedure to write in a
Constitution. I don't profess to be an expert in constitutional
writing, but this, to me, is getting almost to the point
where it is ridiculous. I quite frankly can't follow every-
thing Chairman Gallagner has saiu, and in order to
intelligently vote on this, it seems to me we would have to
have a copy of this in order to determine wnat these various
sections will mean. |
