THE PRESIDENT: All in favor signify by saying
Aye, contrary No. The Ayes have it. It is so ordered.
I The Committee of the Whole will please come to
order.
(The mace was removed by the Sergeant at Arms.)
(Whereupon, at 2:10 p.m. the Convention resolved
itself into the Committee of the Whole.)
THE CHAIRMAN: Under the General Orders, we have'
under consideration Committee Recommendation Number Ld-2,
and particularly Amendment 2U.
Any other Delegate desire to speak in opposition
to the amendment?
Delegate Gallagnor.
DELEGATE GALLAGllER: Mr. Chairman, Ladies and
Gentlemen, I should like to ask the permission of the Chair
under the appropriate rule to allow the Committee on the
Legislative Branch to retire to the lounge, if it is clear,
to take up the consideration of the amendment before us in
the section, Mr. Chairman.
THE CHAIRMAN: The Chair suggests that you
retire to inc President's office for a more cloistered
