the Department of Legislative Reference, who said if he
used the phrase, "at all times", that he was fearful that
on a New Year's Eve, while he was engaged in lighthearted
frivolity at some party, that a taxpayer of the State
might call upon him and say, "I would like to take a look
at the proceedings, the Journal of the Proceedings", and
he did not feel that he wanted to be interrupted in his
New Year's Eve merriment. Consequently we felt it was
proper to insert the word, "reasonable", assuming, of
course, that the New Year's Eve, after the close of busi-
ness was not reasonable.
The other change was the insertion of the word,
"current", a current daily journal.
The Committee on the Legislative Branch met
yesterday morning at an early hour and has given approval
to the insertion of the phrase, which shall be open to
public inspection at all reasonable times. |
