THE CHAIRMAN: The Committee o* the Whole has
under consideration Committee Recommendation LB-2, under
Debate Schedule No. 7. The Chair recognizes Delegate
Gallagher, Chairman of the Committee.
DELEGATE GALLAGHER: Mr. President, Ladies and
Gentlemen of the Committee, last evening we were engaged
in an attempt to amend Section 3.02 to take care of certain
possible difficulties, and in order to make certain and
spread on the record the intention of the Committee on
