DELEGATE J. CLARK: I would like to make a
suggestion.
It seems to me if you would say that no county
having less than enough people for one senator would be
included in this group, it might be a basis for getting at
what you want.

DELEGATE BARRICK: Mr. Chairman, I think that
is a good suggestion, because I think that would clear it
up then.
As it is written now, I think it is just im-
possible to work.
