DELEGATE DULANY; Under the amendment as I have <
proposed it, Crroll County could not be divided unless
it was determined it was practicable to do so so that it
would be divided under two senatorial districts. Under
the proposal as is under Section 3.02 as recommended
by the Majority of the Committee, Delegate Gallagher
stated that there was nothing to prevent or even restrict
the division of a county of this nature into three or
four parts.

DELEGATE JAMES: Suppose it became necessary
to do this from the practical standpoint, or from the
legal standpoint, and you have a Constitutional barrier?

DELEGATE DULANY; Delegate James, I don't believe
there is a Constitutional barrier, because it says to the
extent practicable, but we do have the problem in our
county if you will pardon me for being personal, but Car-
roll has about six-tenths of a Senator, Frederick about
seven-tenths and Northern Baltimore County is not liked
too well by Southern Baltimore, so we may very well |
