Let me say in connection with that, the reason

for the action is this. Delegate Proposal No. 23 also deals

4

in general with the subject of post-audit review. It is

5

debatable whether post-audit review, if provided for in

6

the Constitution, would be a function of the Executive

7

Branch or of the Legislative Branch.

I therefore referred it to the Committee on

9

State Finance to consider the entire subject matter and make

10

such recommendations as it chooses to the Convention.

However, I have also requested the Chairman of that Com-

12

mittee to act jointly with the Chairman of the Committee

13

on Executive Branch and the Committee on the Legislative

14

Branch as a liaison committee so that the members of all

15

three committees will be fully conversant with what is

16

happening with respect to the proposals.
