Resolution No. 10 will be offered relating to the death
of Delegate Ralph Webster. I move that the rules be sus-
pended so that Resolution No. 10 in its appropriate place
on the agenda may be considered today, without laying
over, and 1 further move that the Calendar and Agenda be
adopted.
(Whereupon the motion was duly seconded.)
THE PRESIDENT: It has been suggested to the
Chair that inasmuch as a suspension of the rules requires
the majority of the whole number of elected delegates, that
whenever we have a motion for suspension of rules that
there be a roll call vote. We will follow that practice
from then on. The question arises on the motion to approve
the Calendar and suspend the rules to permit discussion
and consideration at this session of Resolution No. 10.

THE PRESIDENT: Has every delegate voted?
Does any delegate desire to change his vote? If not,
the Clerk will record the vote.
There being 136 votes in the affirmative and
none in the negative, the rules are suspended, and the |
