Maurer's amendment would provide for educational insti-
tutions?
THE CHAIRMAN: Delegate Bard.
DELEGATE BARD: This is not my intention at all.
THE CHAIRMAN: The Chair didn't hear your answer,
delegate Bard.
DELEGATE BARD: It is not my intention, that
the amendment to the amendment would permit the General
Assembly to remove the exception.
THE CHAIRMAN: Delegate Marion.
DELEGATE MARION: So in other words, your intention
is merely to broaden the legislature's power to allow
other departments to be headed by boards, but not to
diminish the exception with respect, to education?
THE CHAIRMAN: Delegate Bard.
DELEGATE BARD: That is correct.
THE CHAIRMAN: Delegate Bard, your answer wasn't
on the microphone.
DELEGATE BARD: That is correct, and this is why,
Delegate Marion, except for the state public school system
and the institutions of higher education precedes the first
part, rather than stated at the end.
