I suggest let's cut off at "M" Street and give the legis-
lature the right, not to mess with education now, I want that
given immunity, but let's maybe give someone else a little
immunity here and there; maybe someone else is deserving
of having a commission or a board headed, and this is a ver
selfish and untrusting thing to do, and I hope this
Convention will not adopt this amendment.

my colleague to stop using cough drops.
Mr. Chairman, in all seriousness, I am not sure
what this means. It says that "except for the public school
system and the institution of higher learning, the head of
the principal departments" et cetera.
Now, it seems to me that that simply precludes
the possibilities, Senator Storm, in the most friendly
fashion, precludes the possibility of there being a board
of -- a state board of Education or Board of Regents of the
University of Maryland.
This calls for a principal head, this one individu-
al. What we want is not the personal immunity, God knows |
