discussion. I won't comment on that at this point.
4.19, as its title indicates, is intended to
relate to the reorganization of the Executive Branch after
it has once been organized under 4.18 and again as Delegate
Gleason suggests, there are two ways in which it can be
reorganized, the powers would be concurrent either in the
General Assembly by normal statutory procedures or in the
executive subject to veto by General Assembly -- in the
General Orders. If we keep that structure in mind, maybe
some of the questions would not be so tense as they other-
wise would be.
Referring to the question Delegate Case raises,
the use of the term "by law", it seems to me that is kept
somewhat in perspective if we realize -- let me make one
preliminary point, that is, that there is a distinct
difference in the language here, or at least there is
intended to be a difference between the creation of new
functions and the assignment or allocation of existing
functions. The language being clearly intended, whether it
does or not is a matter of faith, but I think it is clear
