THE CHAIRMAN: The Chair recognizes Delegate
Maurer to speak to Admendment Number Ib.
UELEGATL MAURBR: Thank you and I thank Delegate
boyce for graciously withdrawing his amendment temporarily
so I can present these to you and also for the fact that
he has answered many of the questions that may have been
directed to me.
The effect of Amendment Number 16 is to provide
coextensive powers for the legislature and the government
to initiate reorganization plans from the time of the
adoption of this Constitution.
I should explain to you that this is a change of
views on my part. In the Committee I accepted the views of
those who felt the legislature ought to have the first
opportunity for two years to establish the 2U principal
departments which are spoken of in the previous part of 4 A.
However, in this chamber, when we were discussing the rule-
making power of the Court of Appeals, we approved
